Your Opportunity
The Lands Manager is responsible for the strategic visioning for and management of CH owned land. Reporting to the Director, Parks & Operations, this position works collaboratively with internal and external stakeholders to lead the Master Planning process and CH land securement strategy and manages other strategic and administrative land and property related issues. This position is responsible for creating and implementing the Conservation Areas Strategy and CH Lands Inventory as required under the Conservation Authorities Act.
- Leads and coordinates the NEPOSS Master Planning renewal process from start to finish working closely with several internal stakeholders
- Gives Master Plan presentations to Board of Directors, regulatory agencies, and internal stakeholders
- Obtains approval for Master Plans under Niagara Escarpment Commission regulated areas
- Leads & coordinates the process to establish and maintain a long-term lands vision for CH Develops a phasing implementation schedule and identifies priorities for action
- Coordinates feasibility studies and strategic framework in the development of master plans and future park lands
- Executes and manages and maintains the Land Securement Strategy, Lands Inventory and CA Strategy
- Ensures the Land Securement policy is kept up to date – works with consultants and GIS and other internal stakeholders and obtains approval from appropriate Ministries on renewed plans/policies
- Fosters relationships with potential donors and respond to requests regarding interest in donations, determination of desirability of potential donations
- Chair Land Panel for legal and lands items pertaining to securement and disposition
- Manages and administrates the Ecogift program with support from the Foundation, restoration, forestry, and ecology
- Manages Permits to Enter and Activity Agreements for land purposes between all CH departments. Ensures conditions of the permit or agreement are provided/carried-out.
- Creates and manage policies and procedures related to the land securement strategy, master planning and lands visioning
- Lead the tax incentive program renewals including Conservation Land Tax Incentive Taxes and Managed Forest Tax Incentive Programs to MPAC.
- Review property tax information provided by each municipality that CH has land holdings in to determine accuracy of the rate and size of parcels for roll number.
Your Qualifications
- College Diploma or bachelor’s degree in a field relating to Landscape Architecture, Project Management or Land Planninh
- Minimum experience 5 years of relevant experience working with public government or private company relating to master planning and project management
- Experience with park and open space planning, recreation planning, land use planning, real estate, architecture, landscape architecture or urban design.
- Experience using planning methodologies and processes including report writing, data collection, analysis, plan review, presentations and use of appropriate computer applications, e.g. GIS, Microsoft Word, PowerPoint, databases, survey plans and technical drawings
- Understanding of Conservation Authority function and responsibilities as it relates to land securement
- Fluency in the master planning process, from concept to completion
- Project Management
- Design Thinking
- Knowledge of principles and methods for describing the features of land and water, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life.
